Phil has nearly two decades experience in public sector consultancy and project management. In recent years he has worked exclusively with the not-for-profit sector.

His clients include Winchester Area Community Action (since 2000) and the Southampton Centre for Independent Living (since 2001). He has also worked on projects for the NHS Information Authority and Solent Mind, as well as other voluntary organisations and charities in Hampshire.

Phil is also a published author. His biographies of Lord Hawke and F S Jackson are published by the Crowood Press, and he is a contributor to the New Dictionary of National Biography.
